EPACANDO provides Pahali CLT administrative and financial support. EPACANDO is a community-controlled economic development and affordable housing nonprofit. Since its founding in 1991, EPACANDO has co-developed 450 affordable apartments, helped hundreds of local homeowners hold onto their homes and build accessory dwelling units (ADUs), helped local renters become homeowners, and administered East Palo Alto’s below-market-rate homeownership program for the benefit of lower-income families.

Placeholding for Placekeepers is an affordable housing program of EPACANDO and Pahali Community Land Trust. The program seeks to mitigate the displacement of East Palo Alto families and next-generation civic leaders by creating permanent affordable housing.
